Water, coast & flood
Water resources, wastewater, the coast and flood risk were four separate views here, and separating them was the mistake. A storm overflow means little until you see the river it discharges into and the bathing water downstream; a shoreline policy of no active intervention means little until you see the flood areas behind it. These are one system — catchment to coast — and every question worth asking crosses at least two of them.
What is in the layer
River and canal network with recorded flow direction, gauging stations, monitored storm overflows, shoreline management policy by frontage, ports, and flood warning areas.

Water companies, coastal and lead local flood authorities, developers, insurers, port operators, environmental regulators.
Status. Each domain carries its own data, independent of the city assessments. Where a source is wired the map is live; otherwise the layers are specified and the ingest is still to build.
